“通过森林景观规划和国有林场改革,增强中国人工林的生态系统服务功能”(简称“国有林场GEF项目”)是由全球环境基金资助的赠款项目,国家林业和草原局为国内执行机构,世界自然保护联盟(IUCN)为国际执行机构,实施区域包括河北省承德市、江西省赣州市、贵州省毕节市。项目主要以选定的7个试点国有林场为主体,利用国有林场改革的历史机遇,借鉴森林景观恢复等国际先进理念,编制新型森林经营方案,探索形成一套有效提高国有林场治理能力、精准提升中国人工林生态系统服务功能的机制体制;以选定的2县1市为单位,探索编制森林景观恢复规划(即以林为主的山水林田湖草综合规划);开展生态系统服务监测,评估国有林场生态系统服务价值;加强宣传交流、能力建设和经验分享。
现根据项目需要,将招聘项目咨询专家5名,其中3名国际专家,2名国内专家,为项目实施提供咨询服务。有关职位具体信息如下。工作地点包括河北、江西和贵州的项目实施区域,出差时间不少于总合同时间的30%。

一、环境和社会管理国际专家(Environmental
and Social Management System
)
(一)主要任务
1.为各级项目工作人员培训,包括但不局限于ESMS相关概念和工具的使用;
2.开展项目环境和社会影响评价,制定措施确保项目产生积极影响,减少或杜绝负面影响;
3.为下一步开展相关项目规划提供支持。
(二)主要产出
1.参照IUCN要求,完成年度项目ESMS评估报告及建议,并与IUCN、项目方等密切业务联络;
2.编写有关ESMS的培训教材和基于项目案例总结报告;
3.编写ESMS简明手册和使用指南。
(三)资格要求
1.具有生态学、林学或统计学专业本科以上的学历;
2.具有环境和社会监测方面10年以上的国际项目工作经验,熟悉IUCN有关ESMS项目经验者优先;
3.易于沟通交流,汉语流利者优先;
4.能按照要求出差和指导项目收集和整理数据,形成高质量报告。
二、森林景观恢复国际专家(Forest
Landscape Restoration)
(一)主要任务
1.介绍和推广森林景观恢复,确保项目实施方、管理方和各利益方熟悉和理解FLR理念和方法;
2.编写有关培训教材,为各级项目工作人员培训,包括但不局限于FLR的概念、原则、发展和案例等;
3.与有关专家合作,组织编写FLR国有林场理论与实践,并向国际社会推广和宣介;
4.技术支持2县1市以林为主山水林田湖草规划编制;
5.为下一步开展相关项目规划提供支持。
(二)主要产出
1.森林景观恢复培训教材(一套);
2.编写中国FLR发展潜力分析及进展报告2019-2022;
3.编写FLR及其在中国的实践。
(三)资格要求
1.具有生态学、林学或景观规划专业本科以上的学历;
2.具有森林景观规划8年以上的国际项目工作经验,熟悉IUCN有关森林恢复项目经验者优先;
3.易于沟通交流,汉语流利者优先;

三、景观恢复机会评估方法国际专家(Restoration
Opportunity Assessment Methodology)
(一)主要任务
1.培训和推广ROAM,确保项目实施、管理和各利益方熟悉该理念和方法;
2.编写有关培训教材,为各级项目工作人员培训;
3.与有关专家合作,组织编写有关单位应用ROAM的理论与实践,并向国际社会推广和宣介;
4.为下一步开展相关项目规划提供支持。
(二)主要产出
1.为国家级和省级专家及项目人员培训ROAM相关概念和工具的使用;
2.编写ROAM中国实践手册和案例;
3.编写有关培训教材和培训报告。
(三)资格要求
1.具有生态学、林学或景观规划专业本科以上的学历;
2.具有ROAM有关领域10年以上的工作经验,熟悉IUCN有关森林恢复项目经验者优先;
3.易于沟通交流,汉语流利者优先;
4.能按照要求出差和指导项目收集和整理数据,形成高质量报告。
四、项目监测、评估和数据分析专家
(一)主要任务
1.建立数据库,制定有关指标体系,开展项目监测与评估工作;
2.在有关工作人员和专家的支持下,收集相关数据信息并进行分析,提炼项目成果;
3.指导项目工作人员,扩大项目宣传,为提升项目国际影响提供基础素材;
4.协助完成相关技术报告、评估报告和数据分析报告;
5.为下一步开展相关项目规划提供支持。
(二)主要产出
1.组建项目基本数据库,编制项目监测评估指标体系;
2.编写项目中期评估报告;
3.编写项目终期评估报告;
4.编写项目数据分析报告。
(三)资格要求
1.具有数理统计、生态学或林学本科以上的学历;
2.具有10年以上林业、环境或自然资源管理等相关国内和国际工作经验;
3.具有团队合作精神,有较强的沟通和协调能力;
4.具有较强的数据分析和管理能力;
5.能按照要求出差和指导项目收集和整理数据,形成高质量报告。
五、知识管理专家
(一)主要任务
1.与有关专家合作,沟通协调,收集和总结项目各种成果、知识等知识产品;
2.加强协作,增加项目人员之间的知识流动,促进项目有关知识的转化、利用和发展;
3.协助并指导开发项目介绍有关宣传品,介绍项目并说明森林、国有林场、森林景观恢复等的作用;
4.编写有关培训教材,为各级项目工作人员培训,推动项目所有参与人员的能力建设;
5.与全球景观恢复项目(TRI)联络,完成TRI对于项目结果框架的修正要求,促进项目国际、国内的交流,转化、推广有关知识,使其在更大范围发挥作用;
6.为国有林场GEF项目提供经验借鉴,为下一步开展相关项目规划提供支持。
(二)主要产出
1.项目成果清单和知识产品形成计划,形成项目知识产品合集;

of Consultants Recruitment for
PRC-GEF State Forest Farm
Project
(The 2nd Batch, 2019)
“Building Climate Resilient Green Infrastructure: enhancing ecosystem
services of planted forests in China through forest landscape restoration (FLR)
and governance innovation” (shortened as “GEF State Forest Farm Project”,
hereafter called “the Project”) is funded by Global Environment Facility (GEF),
with the National Forestry and Grassland Administration as national implementing
agency and International Union for Conservation of Nature (IUCN) as
international implementing agency. Pilot areas of the project include Chengde
City in Hebei Province, Ganzhou City in Jiangxi Province and Bijie City in
Guizhou Province. Based on the background of the historical opportunity of state
forest farms (SFFs) reform, the project takes seven selected SFFs in the three
provinces as pilot farms, to enhance effective management and build capacity of
SFFs through FLR-based management plan, and eventually to improve ecosystem
service of planted forests in China; secondly, the project will develop
forest-oriented Mountain-Water-Forest-Farmland-Lake-Grass Integrated Restoration
Plans in two counties and one city ( i.e.) in the pilot areas, which integrate
FLR theory and local ecosystem; Furthermore, the project will monitor and
evaluate ecosystem service of SFFs , and strengthen communication, capacity
building and experience sharing during project implementation phase..
Three
international consultants will be recruited to provide consulting services for
the project. Specific information about the position is as follows. Project
locations include Hebei, Jiangxi and Guizhou provinces, and travel time shall be
no less than 30% of the total contract time in principle.

project and reduce or eliminate its negative impacts;

2.International Consultant on Forest Landscape
Restoration(FLR)

a Introduce and
promote FLR in China to ensure that project stakeholders are familiar with the
concept of FLR and its related methods;
b Prepare training materials for
project staff at all levels, including but not limited to FLR concept,
principles, developments and related cases;
c Cooperate with relevant
experts and complete summary report on Theory and Practice on State Forest Farm
with FLR, and promote learning and exchange with international community;

Provide technical supports for forest-oriented
Mountain-Water-Forest-Farmland-Lake-Grass Integrated Restoration Plan;
e

Assessment Methodology (ROAM)

management parties are familiar with the concept and methodology;

relevant training materials, provide trainings for project management staff at
all levels;
c Cooperate with relevant experts, accomplish summary report on
ROAM theory and practices in China, and promote the ROAM to the international
communities;
d Provide supports for project planning related topics if
needed.

project staff at national and provincial levels on the concept of ROAM and the
methodology;
b Accomplish report on ROAM practice and case study in China;
